Not 'nalla' tourists like North Americans (specifically U.S. citizens) ot Aaian tourists, but those who are not averse to spending good, having a luxurious experience are growing non-stop (for Nepal).
[Yes, Muricans usually travel cross continent or international much less than Europeans, for leisure that is.]

Small time peddlers, individuals might bring in meagre quantities, sometimes.

Syndicates, businesses would prefer India for sourcing. Uttar Pradesh, Bihar are literally next doors.
(Some acquaintance i'm Uttar Pradesh was narrating her funny experience, two years back, that she casually had some but also somehow had the seeds which she casually threw from her window. Surprisingly, it germinated and grew well within two to three weeks, in their extended garden/land. Mother did not understand, but her father understood what it was, and told his wife.
Since then, the lady/ girl narrated that, her mother would always give her 'the look' every time the girl/ lady watered the plant.)

Maybe it is easy to grow in the hilly areas (of Nepal) too, but if demand increases.. then Nepal only has so much land (to be used for various things).
Also, Burma, Bhutan too smuggle stuff in and out for funding DPRK, Vietnamese syndicates of Kim Jong. (For sourcing U.S. dollars. DPRKorea has many 'fronts'/ businesses in South East Asian countries.)
Maybe these neighbours would try to increase sending 🍃🥬 to Nepal.
In which case, yes, some of it might actually start flowing to India too.

It was banned in India under USA pressure. And the USA later on legalised it in certain states!!

I strongly feel that GOI should legalise it as a drug for certain medical conditions.

It's a Longway to go...

But, After too many cases of illegal transportation from Nepal... They might make it Legal just like Betting Apps. But at least a decade for that to happen.
