Since one card is now allowing secured to unsecured card upgrades , Can I take fd based card for now, so that I can upgrade it to unsecured later ?
or just wait till they offer me unsecured card?

Don't apply for fd based card wait 2 3 months till they offer unsecured card
And they don't offer an unsecured card later once you get secured card

Secured Credit Card - You can get this with making Fixed Deposit with certain amount with the bank and you get credit limit according to you FD amount (around 80% to 120% of your FD)
