Why do you think so? Here itself you will find lots of complaints & tricks working on paytm which clearly suggest they are not following kyc guidelines & proper banking guidelines in many cases.

I Think the time till 29th February is given. So that Paytm make arrangements with other bank or financial partners to continue the merchant or important services. They will come with some way to handle this in my opinion.

I don't think it will happen. Paytm is a very big finance player in India's digitisation. 100% sure RBI and Paytm will negotiate within 15 days and the operations will be continue without any issue.
