Paytm Transit Card Alternative

Need a decent alternative (Rupay Card) for NCMC usage.
This will be used only for NCMC, so I don't want any that requires too much KYC etc. like Aadhaar or UPI linkage which some apps like Omni wanted.
Rupay is useless anyway, so I also don't want a bank's NCMC debit card. Just a prepaid card with bare minimum KYC.
I've ordered Fab Money card to try. Airtel has launched one but needs Rs. 249 for issuance which is just too much.

What are the issuance charges and annual charges?

They call it National Common Mobility Card (NCMC) so ideally it should. But I am not sure
