No. Only Visa, MasterCard, Diner, Amex cards are supported.

Rupay is not yet supported …I tried few days ago
Main bhi rupay card add krne wala tha but Rupay ka koi option ni tha.. Visa/MasterCard try kro
Note: Only use physical cards, agar Virtual card se koi bhi payment hua to cashback ki ummeed na rakhna.. Customer care se confirm kiya hua hai

RUPAY is Indian …. PAYPAL STILL DOESN’T SUPPORT RUPAY CARDS.
PayPal cashback offer no use you can’t pay they have less options and from where you received you will not be able to use for it in next order

I have a RuPay debit card. There’s no option to link it to PayPal. So, I chose the option ‘Visa’ and typed in my RuPay card number(odd, I know…just tried hit and trial). After I typed in all the details, it started its process to link it but automatically changed the card type to ‘Discover’ network card and linked to my PayPal account using the normal procedre. I later found out that Rupay card is launched by “National Payments Corporation of India” (NCPI) which maintains ties with the “Discover Financial” network.
It is a Discover card, out of India Rupay uses the Discover network
1) All RuPay Platinum debit cards & RuPay Platinum or select credit cards are International cards.
2) Banks has to decide they enabled RuPay Platinum/select cards for International use or not (few banks are enabled RuPay Platinum/select cards for POS/ATM withdraw only or some banks are enabled RuPay Platinum/select for International e-comm transactions too).
3) As per RBI Guidelnes Currently Payments banks like Paytm, India post or FINO cannot issue International RuPay cards. (may be in future they enabled RuPay Platinum debit cards for International e-comm transactions).
4) RuPay Platinum/select cards are work on International Payment gateway Discover, Diners Club, JCB, Union Pay & Pulse network.
