Underwhelming (and old) SoC. The longer software support period loses its allure when the SoC can't be relied upon to deliver smooth performance say 2-3 years down the line. However other than the Mi Pad 6 or Oneplus Pad when on sale there isn't any real alternative in the upto 25k range. 5G is a nice bonus. 8GB RAM is mandatory of course in case of OneUI.

Poco might launch Poco Pad soon. Other than this, you can look for Redmi Pad or used Mi Pad 6. Personally I would wait for Poco Pad or Mi pad 7(will be out of budget. But might get good discount on Diwali).

If you can increase your budget by a little, you may think of buying Samsung S6 Lite. While it's a bit old now, it still runs quite well, and has good support from Samsung. It works well for light to moderately heavy use, videos work fine without stutter, light gaming, work (has an S-Pen), screen is quite decent, expandable storage etc.
If you're looking for one with calling capability, then just be aware, there's no 5G.
It's available for around 18K-22K, depending...
