which prepaid operater and plan is best suitable?

Although many senior citizens are okay with a 2G only or a 2G/3G only network on their second SIM (in a dual SIM device), many others want both networks to be on the latest technology.
For UPI too, one can decide as per the other use for that SIM/ network.
Some plans of Vodafone Idea still give unlimited free 4G for six hours, starting midnight and the unused data from 0600 hours till midnight is rolled over on weekends. Thus one can utilise it in a week without it lapsing.
If instead the UPI feature will used from a non touchscreen device, then one can simply prefer to use the network with better coverage in an area and the one which is compatible with the device.
For example, I am unaware if the keypad phones marketed by Reliance Jio, the ones with offline UPI/ on-line UPI, allowing non Jio SIMs to use the UPI feature.
Overall, after MTNL scrapping its 365 days 'pure validity only' PV (plan voucher), BSNL is the most economical for keeping a SIM/number active.
In BSNL, currently ₹94 is the cheapest plan for extending 'service validity'.
It has service validity of 30 days.
There are 200 minutes out-going calls included. I am not sure about the pulse though. I might be per second billing, I guess (because per minute billing would be a loss).
Since there are no complimentary SMS included in the benefits bundle, one has to do a top-up of at-least ₹10, over and above the ₹94 plan for ANY ongoing SMS service to work.
The ₹94 plan (BSNL) can only be activated till the number has active incoming.
If the BSNL number has entered 'grace period two' (GP2), in which even incoming calls have stopped, then the ₹94 plan cannot be activated on such a number.
In GP2, for BSNL prepaid, the ₹107 plan is the cheapest plan.

I used to have bsnl and network is really bad sometimes that was unable to get OTPs.

As for the congestion, network issues or lag/glitches from competition (example: BSNL), those are topical issues and can happen with any and all networks.
Maybe BSNL gets a bad reputation for having visibly more instances, however there are times, there are places where the larger conglomerates have repeatedly failed consumers due to poor signals, lack of food connectivity or area not at all being covered by the network (example: Jio, Airtel, Idea in many remote locations). BSNL reaches many such places too, sometimes despite very challenging terrain.
Still, consumer gets to decide and is free to choose, albeit hopefully making an informed decision.
(And if the current government at the centre continues it is anyway just a matter of time by which BSNL too would loose its branding, as it is sold off.)

In BSNL ₹91 gives 60 days service validity.
So for keeping number active and incoming, the ₹91 plan is enough.
If main balance is there then outgoing too will wok,

all upi apps need outgoing sms for first time registration. some need outgoing sms every time the app is updated.

In some extremely hilly areas or very remote areas Jio is not as good at times.
BSNL plans are absolutely no-nonsense plans.
But now BSNL too does not have any pure validity only plans, like before (when it had 365 days, 730 days plans for just service validity).
In keypad only phones, Jio plans are almost at par in pricing with BSNL, but offer much more value as Jio's keypad phones even have internet, music, camera for UPI.
If on same day, if one recharges the se plan on a BSNL prepaid number, then I think BSNL does allow queuing and both plans might get stacked one after the other.
Jio offers this (plans in queue) feature without hassle.
Unsure of International roaming, but otherwise Jio does not work on a 2G or 3G network or a device that does not have at-least 4G.
If one does not need much data, then Jio offers cheaper plans which are only available for purchase on Jio site or Jio application. (155₹, 395₹ and another for 336 days).
Although Jio gives lots of freebies like music and streaming platforms, BSNL is cheaper for calling. ₹94 pack and then ₹107 pack for monthly use or direct 8-9 month plans too, BSNL is much cheaper than others.
for my network coverage airtel is super fine so i am using it.....
