Query regarding bill payment on gpay using axis ace credit card

I paid 4 lpg bills but when I tried to pay the 5th bill I am getting an error you've exceeded the limit.
Talked to axis cc they are saying payment is getting approved by them but not accepted by the merchant.
Talked to gpay cc they are saying there is no limit not that much explanation. They say they will escalate this issue to the specialized team.
Why am I facing this issue?
Update: Issue resolved. Don't know what was the issue.
