Road traffic is road traffic and time is money in big urban locations.

And in general, we desis are fatalist fools too.
In less than 13 months of 26/11 attacks, we were I was aghast to see the VERY CASUAL attitude at many five star hospitality properties, big malls, establishments and heck even CRPF and other agencies stationed at VT/CSMT started playing 'pass the buck' when half the (body) scanner machines developed a snag and I, others personally took this up with the bosses there (at CSMT) of all three agencies (station management, GRP, CRPF) as also others like Bombay police.
All conveniently hid behind bureaucracy, red tape.

Anyway, what you said might have a point in a limited context.
But acquaintances and relatives narrated similar stories (of forced resilience) when in the 1980s the Palika Bazaar market in Delhi too had infamy for having blasts.. every now and then.

Later, in 1990s i too got to visit/ check Palika Bazaar out.

The workers, shopkeepers and even the visitors (who unlike the workers, shopkeepers had more choice to avoid).. all of them took it in their stride.

As an outsider, it was both astonishing and amusing for me.
(I once went to Paalika Bazaar.. which is/was literally a basement type market.. a day or two after a blast.. hoping to find it less crowded. It was just as crowded. It was 1993 or so.)

True, even biggest malls of the country have big security lapses (you can walk inside the parking without any frisking or metal detectors) 
So , ultimately its only about deterrence, warna humari jitni badi countries mein koi kuch nahi kar sakta aise incidents ka. 
NIA wagera to usko track karenge jiska koi red flag milega, agar mere jaise kisika fuse short ho jaye aur kahi bomb plant karde to koi kya karega.
