How much time it will take for refunding money debited twice while paying through paytm upi? Last 3 days no refund for 2 transactions where money deducted twice for a single order.

once the amt was debited from my act and the service was not delivered.
Mailed them and also tweeted but still no prompt reply 
the problem with UPI is that there is no system of charge back. So where payment fails, reversal is problematic.
if it was the case then refund of flipkart orders paid via UPI would also be problematic ..
this issue is 1 year old on paytm and their corresponding bank ICICI ,, and still the so called bank not rectified its system ..
no need to raise a ticket…will be refunded automatically after 7-10 days

I booked a train ticket on 5/Mar/18 and UPI failed twice(for 1960/- and 1630/-) through Razor pay.
Yet to receive Rs1630/- refund(Rs1960/- refund came in just 3 days)
Shall I wait or email IRCTC/AxisBank/Razorpay?
