scaling and kai are different things, if its scaling use atomic washing machine cleaner powder with hot water and let it sit for 2 hrs
Toilet cleaner wala acid. ( HCL)

You haven't mentioned or posted a photo of what kind of cooler you got.
If its a regular cooler, scaling forms in the upper tray and the water tank at the bottom. These are plastic parts and can be disassembled easily. Just need to remove some screws. A cooler is a very basic appliance. Nothing complicated. Once you have dissembled and separated the water pump from the bottom tank, use bathroom acid or any toilet cleaner like harpic, to dissolve the scale. They will be gone in a minute and will be shining like new. Wash the plastic parts and reassemble.
Bhai.. kai ka pata nhi.. but scaling k lie kisi metal like rod, spoon, ka use kr skte ho.
Clean cooler once in season starting. Nothing special is required for that.

kai is algae, scaling is the salt formation on the surface due to hard water. This will fix the scaling on metal surface, if its plastic cooler then as others suggested go for a toilet cleaner. also you have to use either a scrubber or a brush to remove it if it's not budging. Use the pump without air to circulate the water after 2 hrs.

Acid cleaner though the cheapest solution, are meant to be used only on ceramic fittings in bathroom and toilet and tiles only. That also with adequate caution. Prolonged exposure even damages the tiles. Totally avoided on plastics, in extreme requirements use in very diluted form with excess water.

Sprinkle bleaching power in cooler water tank leave it for a few hours or a day then use a hard brush to remove Kai. Don't use acid if the tank is of metal.
