The option to select card in Gpay is itself not visible while making the payment.

First add your RuPay credit card on UPI option.
I think you added on normal credit card save option.
2nd thing, set your UPI PIN, before UPI PIN set. You will not get RuPay Credit card link UPI payment option.

Added it on rupay link option only on Gpay as I didn't entered full card details and it was automatically fetched by sending sms.
However, unclear about the second point you mentioned. Could you please elaborate?

Note - all merchants are not eligible for CC link UPI payment.
for paytm app >> home page click on "To UPI apps" option >> click on "Settings" option (uppar right cornor) >> now scroll down, you will see link "RuPay credit card on paytm UPI" option, under other settings menu.
