Sbi Credit card application rejected messages

I applied and got rejected sbi cc application before 6 months, after I received frequent calls from sbi for new credit card application. Then, I have received messages Dear Applicant, we regret to inform you that basis our SBI Cards internal policy, we are unable to issue a credit card to you at this time.. I got it 3 times this message. Is sbi agent apply without my permission for new cc?.

They have got one of the worst system I have ever seen. The messages are delayed usually the agent can't apply again without your consent.
