In the early 3g era (~2010), I used to use tp-link usb dongles (pendrive size) with sim card, they used to support both sides calls and sms facility; maybe search for similar ones in case they still exist.

If you want portable then it’d be jio otherwise you can use airtel CPE’s you can attach a landline for calls & has few more functionalites, link below for your reference.

I know about only Jio by using JioFi modem and JioCall app.
