Someone please help regarding DHL shipment from Sweden

So my friend shipped some shoes and a toy wireless helicopter from Sweden to India. The customs in Mumbai asked for an explanation regarding the toy helicopter. They rejected the explanation and are now demanding for an equipment type approval (ETA) needed to import wireless devices. Now it is not possible for us to get such an approval. So I asked DHL to remove the toy helicopter and clear the remaining items which are shoes. They said either whole shipment gets cleared or you will have to abandon the shipment. Can someone help here what to do ?
