Yes only seller and no buyer at the lowest price set by exchange for that day (lower circuit price varies with stocks. e.g for f&o stocks If stock is Bajfinance the 1st lower circuit for a day is set 10% and if this lower circuit halt for 15min next lower circuit of 5% more ). On other side lower circuit is 5-10% for different stocks.

When ppl are ready to sell any particular share at the lowest price possible for the day, still no buyers are available
Then that price is LC
