Retrieval chances do not improve as that depends upon local admin. However, whole process is quite guided and documented on that website.
It seems state police may have to mandatorily report on this portal if not done by user.
If IMEI is not tampered (these days phones are hard to reprogram), the phone won't work on any Indian network, rendering it useless... also saves one from legal hassles arising out of misuse on lost devices...
Good to see from 15 /03 services available in most/all of states previous it was limited to 10/11 state

Translation: Next you would ask: location of Dawood Mallya, Vijay Ibrahim, Mehul Choksi is known. So in a day or two, would they be in custody within Indian territory.
There's no indication on the website that if an IMEI number is reported stolen and blocked, whether mobile service provider will be obliged to block the services on the instrument. This is not difficult as the mobile service providers are still in the control of central govt. State police will have the option to use this database if they want.
However the most important part is to block activation of any mobile connection on a stolen IMEI number, which is not mentioned on the portal.

From the site:
After the successful submission of blocking request, the user's phone is blocked within 24 hours. After the phone has been blocked, it cannot be used on any network across India.
Note: This does not prevent the police from tracking the lost/stolen phone.

Blocking IMEI of stolen phones option has been in place for quite some time now.
Indian CEIR softwares are not auto-linked to the internarional EIRs, I think. :-(
Thus unless we ourselves somehw register the IMEI in respective EIRs or the consortium's database, tge IMEI will not e blocked by carriers outside.
Indian EIR has been up since at-least 2020.
Whether it actually qorked as intended, across the board
is another thing!
Was excited to see this sms in my inbox, had a redmi phone lost in Jan, had all the documents to file in the website, sadly it cannot take complains for past reports. You need to update here on the same day you file police complain.
Very good initiative. Although, now a days people stealing phone for the parts only. 😬
