Samsung around 10k not feasible and chinese is the only option at that price point, max I can recommend is the upcoming Samsung M15 but will be above 13-14k and should have some 1k card discount at launch

@the_dev F14 is the only option here, but i would suggest to get F15 (amoled screen, lookwise better), but again F34 is way ahead of F14/15, and if you can wait till august, then grab F35. if camera is your main criterion then you need to go above atleast 15k.
