Nokia has fairly okay 4G flip phones.

Sharp also has good, even great, 4G flip phones.

People do 'patch' the firmware of this Karbonn https://www.jiomart.com/p/electronics/jiobharat-k1-karbonn-white-and-red-4g-phone-with-jiocinema-jiosaavn-jio-pay-upi-long-lasting-battery-led-torch-digital-camera/603154140 or use some unlock code for it to not be network locked.

https://amazon.in/product-reviews/B07NPSN43Z?reviewerType=all_reviews Qin 1S and similar are/ were good devices in-fact.
May be still available at VFM (value for money) price points in South East Asia or even middle east.
(Someone who is in Dubai, gave similar Qin or some other Chinese 4G basic phone to their extended family member in Khyber Pakhtunkhwa or Northern regions of Napaakistan, couple if years back. Works fine.)

At-least two Dimers are scheduled to be in Japan shortly and two other Dimers in South East Asia.
Sharp and other good flip and candy-bar form factor 4G phones are easily available there.
Sending it by FedEx or by respective postal service might still be worth considering.
If the phones are not water damaged here or not physically broken, then usually there is not much concern. Longevity is good.
