Surcharge on education payment?

I paid fees for a coaching institute via Rupay CC UPI and they forced me to pay extra 141 rs as surcharge separately (1.99% + 18% GST on MDR). Is this right or they fooled me? if this becomes norm then other day every other merchants will start charging extra in the name of surcharge. Should I raise a chargeback on second payment of 141 rs? Will it harm my banking relations with bank if I raise a dispute? I know this is a small amount but this shouldn't be happening

they asked you to bear the cost of transaction which is payable to service provider.
