DOT planning to limit sims to 9 pan india, 6 in Kashmir, Assam and northeast.
If You have more than 9 connections you will be given choice to retain 9 sims by reverification of all sims and extra sims in your name will be deactivated.
To prevent tele Marketing by pesky calls and financial fraud, as mentioned by DOT and reported by ET

But my question is who holds 9 connections that too plans to be high and unfeasible for common people.
Also why the number is specific to 9 connections?

What’s the purpose of owning too many sims is owning 2 sims is enough Maximum I had 4 sims that only to check the performance of all operators near my home and port to the best one.
This rule looks like it was brought to control IT cells of other parties, kudh ke liye kuch jugaad soch liya hoga pehle hi, just like Demo before last UP elections.
Hence the timelines were hurried, less than 45 days time given.

Telecoms are anyway deactivating and using those numbers for new sims if We don’t recharge for 3 or few months.So unused will be getting deactivated automaticaly. This way, now who would have 9 sims on their name

There are many with free jio sims that weren’t deactivated although never recharged recently.
