try with small bill payments, try to pay in parts. Many users (including me) are facing this issue. 
After trying several times, the payment goes through.

If you are paying for Magnus , most of the payments are getting declined

IMPS is the last option for Magnus as payment is failing on almost every platform. You may try highlighting the issue with axis and hdfc on Twitter

I think the typical large amt bill on magnus cards is the reason for these payment failures as axis might be feeling uncomfortable receiving such big payments coming via 3rd party platforms.

try 10k at a time every few hrs it refreshes
once card becomes active there would not be any issue
