I see many people in india selling used apple products with specs like usa version and x months warranty left. Where do they get these from. Also is it safe to buy on ebay. Planning to get an iphone from there

Depending on seller, yes it is safe to buy on ebay 'dot com'.
Sometimes some devices are carrier locked and need to be jailbroken or the unlock code has to be purchased separately.
But more often than not, thelarge sellers (who have done thousands of transactions over the years), will clearly mention if a unit is unlocked or not.
As for people selling their devices even within the warranty period, there can be numerous reasons.
Some might have a lavish lifestyle, others might sell out of necessity for funds.
So long as the IMEIs are not reported stolen to any of the authorities, if the device is not defective: one is good to go.

Even if companies do not enforce this diktat, they do keep the legal clause in the terms and conditions.
About twenty years back a locally procured (new) Seagate (hard disk) later developed a snag and we had taken it to the service centre for replacement.
In their tool, they checked the warranty was locked to South East Asia.
The importer got it from the Thai or Vietnamese manufacturer and later we wrote to Seagate and so did the service centre.
Seagate changed the warranty status (market) within 48 hours of receiving the request/e-mail.
I think we got a new hardsisk in replacement from the local (Indian) service centre.
Apple India customer service (contact centre) always tries to tell that sir/ma'am you will get International warranty. But technically each jurisdiction is different.
