@Xhaster if they start Changing your wallpaper, start putting putting files or deleting files on your device, higher than usual data consumption or WiFi usage etc. Then then you can suspect some malware ( not necessarily Pegasus) or app which has granted remote access to your device. Email hacks are child's play.

But got access to email or some data breach.

It's fake. I have seen same type of messagee with pretty much same wording, years ago on online forums.

The only issue seems that your friend may have set a weak password for his email and the fraudster somehow figured it out.

Please do know that Pegasus is a high profile malware and sold to governments and government agencies and is used to spy on VVIPs or person of special interest to governments.
