axis iocl that you are getting ltf is good , you can take it.

indusind bank delight debit card is best, 5% cashback up to 1000 per month. ITS A DEBIT CARD NOT CREDIT.

I think best will be sbi octane if you spend upto 10000, it's not ltf first year you will get joining fee value as rps, from second year you can ask for waiver from cc or from sbi app

Rewards value 25 rps from 25p value and  bpcl petrol voucher as best redemption value and next is kfc voucher

Since you already have AXIS IOCL, I would suggest you to add it to the UPI app and they pay using it (instead of directly tapping it at the POS on fuel stations). This way, you can surely avoid the fuel surcharges and definitely get 20 reward points (equivalent to ₹5) irrespective of transaction value. I've been doing it for months and it works flawlessly.
