Rules given in 2022 say that debit cards can't be forced down one's throats for other facilities
Then why does AU bank not allow internet banking full rights without it or just offer a virtual card instead?
Also, why should it be mandatory to have a debit card to setup UPI Pin for any bank?

You point is reasonable and i stand with you. Post your grievance with RBI and share your grievance reference number here so that we all also mention your complaint number for reference and create new complaint with same complaint
Previously, they used to charge 100 or 150. Now even credit cards are free but debit card charges are 499, 599, 999 and some of them are 5999. It doesn't matter even if we are getting a voucher of the same value.

It does.
almost all bank's net banking require a debit card to reset password to make txn.

It said that Aadhaar is not linked to the bank account. It was opened online via Aadhaar, don't know what kinda link are they looking for.

Nobody else asks for Debit card other than AU bank for UPI.
