Zero Forex Charges card options that are not FD Backed (like Niyo)

Dad is travelling to Dubai next month via organized tour and I need him to have a forex card. Last year I used Niyo Global DEBIT card (SBM Bank) but that has since been banned by our government. I don't want to get their FD Backed CREDIT card.
Can anyone tell me what other options we have where he can also take money out of ATM (we will try not to as he is not so tech savvy)?
I have heard about Fi Money and some new company called scapia or so.
Requesting someone to please suggest most hassle free option considering to be used by senior citizen.

If you want unsecured credit card, Federal Scapia.
If you want debit card, IndusInd Indie
RBL World Safari CC also has but is usually paid except for certain former RBL Zomato CC users
IndusInd Exclusive account DCs also have 0% forex
Among secured CC from better banks, IDFC First WOW has but you become ineligible for any other CCs from IDFC once you get this
Fi and Jupiter DC also have but they have certain account MAB requirements for it
I hold 4 idfc credit cards including wow

If you are familiar with Niyo, then you can go with Niyo Equitas Debit Card.
