Don’t have much idea about budget laptops
But ignore laptops with atom processors, instead prefer ones with celeron/pentium quad core.
Celeron/Pentium “Quad Cores” are all based on Atom architecture! Those that are based on Core architecture are all “Dual Core” and are pretty rare.

i) HP is one of the top brands in Laptops, and if you plan to go for it you can go for HP Pavilion S003TU 11.6-inch Laptop (Celeron N3050/2GB/500GB/DOS/Intel HD Graphics) for Rs 15,490; on Amazon it’s Rs.500 less compared to Flipkart and if you pay with Amazon Pay you get a 10% off upto Rs 450 for Prime users, so almost Rs 1000 difference from Flipkart: https://www.amazon.in/HP-Pavilion-S003TU-11-6-i...
ii) Asus Eeebook E402SA-WX014T 14-inch Laptop (Celeron N3050/2GB/32GB/Windows 10/Integrated Graphics) for Rs 15,425 and if you go for the Rs 450 off with Amazon Pay Prime user offer then it’ll come under Rs 15000:

@sherlock: This is a researched post I had made earlier in the day for laptops within Rs 15,000, you can have a look at these models if it’s possible to up your budget. If this is too much to raise your budget, we can check for more which should come within Rs 13,000- Rs 14,000, there should be good enough options within that price range too.

As of now I suggest you to wait for the weekend, since sales are going to start and you may get laptops with better specifications in your budget.
