Hi, need to buy a very basic smartphone for my mom. Someone recommended Redmi 4 for Rs 6999 … is there a better deal available (similar phone at lower prices). Alternately, can I get the same phone cheaper by availing some offer / trick?

Wait for few days increase your budget by 2k and buy a full HD screen phone,or a phone with good camera atleast. Suggesting this as you are gifting to your mom.
If full hd screen or good camera is not a priority & if you don’t want to wait for offers then go for Redmi 4(720p screen, average camera) /coolpad.
