If my Grace Period 1 / Credit Expiry Date is 15th March 2020. then can i recharge with Plan on 15th March 2020 to retain balance?
balance will expire at 11:59PM on 15th March if no recharge is done before 11:59PM on 15th March?
has anyone done like this?

Do recharge on 16th via USSD or any other medium you wish.
Balance will be gone after 2nd grace period. After 15th your outgoing/incoming will be stopped.
no plans in ussd.

I left it like that with Rs150 balance and they themselves deducted Rs23 for 30 days and my remaining balance is safe – never expected and I see no such plan like 23/- for 30days (Hyd Circle) – do not know if it is now considered as AP/TS circle

Actually you don’t need to recharge. Balance will be auto debit for plan extension rs 75/76 depending on your previous plan.
How to enable and disable auto debit for plan extension in idea?

Do recharge 1day before GP1 to be on safe side.
I think they will nullify the balance on touching GP1 itself.I think rules are changed now.Check website

Yes, in West Bengal 74/75 plans extand validity on recharge on last day of grace 1.
But I’m unsure about STV, as I’m not using it.
