Can we make online complain against scammers?

Today I got a call from number +918510039825
He had my old paytm order details and started saying same old rubbish stories of lucky draw, gifts,o ffer, etc and try to get credit card details. When I confronted why you guys cheat people, he started abusing me
Can we make a online complaint against such guys? Is there someone who can teach these guy a big lesson and they will thing twice before fooling people? Can there phone numbers be traced? Any other things we can do to teach these scammers?

I thing courier guys are behind these all scams, they might be collecting user details and selling it or misusing it.
