Cheapest Prepaid Sim card?

Hi guys,
I need to buy a prepaid sim card, preferably Vodafone. I went to a shop the guy had cheapest 170 rs vodafone card and asked me for photo & id proof.
What is the cheapest prepaid sim card I can get and how? Probably under 100 rupees?
Also Do i necessarily need to give my photo and id card?

thats depends on circle to circle
in Delhi all sim card are free but u need to pay for first recharges that varies b/w rs 49 to rs 110 as per service provider
In haryana u may get a new sim card along with rs 70 talk time for rs 20 only same story for up Punjab Rajasthan
But u need provide ID Proof preferred one ADHAR CARD
AS PER NEW REGULATION U CAN HAVE UPTO NINE ACTIVE SIM AT A POINT OF TIME REGISTER ON YOUR NAME
