There can be never be zero active cases as per the tests as they are not testing for any virus, rather exosomes which have 100s of other causes too be present in body.Real test would be an anti body test which they are not using.
And about inter state travelers, Goa’s entire economy depends on Tourism, so i dont think they would stay much longer without travelers

The effect of Zero-active cases
Hopefully..they aren’t allowing inter-state travellers (at least the ones entering the state) for a while
