Is there are 52 labs or 52 sample collection centers?

In many of the news, I read that the sample was sent to the “National Institute of Virology, Pune” despite having labs in different parts of India.
I guess media also does not know clearly that these 52 centers are collection centers, not test centers.
Can someone verify if this are test centers?

Kerala is the best state as of now to control the spread.
I saw in a reputated channel, they started randomly taking sample and checking for symptoms in Thiruvananthapuram railway station to control the spread. the similar initiative is taken by south Korea to test as much as possible not wait for the spread to start the testing.
