afaik, falling back to 3g will cause a pain for them, heard that the tower and network setup is very different from 2g to 3g and from 3g to 4g , but the change from 2g to 4g is slightly less costly as compared (few of my friends were working with Jio field team for their network planning and setup a year back).
This is one reason why all India 3g was not in their priority list as the returns they had projected were less and contributing to that the cost of 3g packs.

as far as i could understand that mifi device would emit wifi signals and not lte
so it should be possible to make calls using a 3g phone as well

You mean to say that you can make free calls using JioJoin installed on any android device to make free calls while it is connected to a JioFi device?

The question was whether voice call and data would work on 3G/2G handset with jioJoin. Since the thread is for SIM without device, the assumption is that the SIM would be put inside that handset only. If someone is willing to pay and purchase a separate 4G wifi device and put the SIM in that device then obviously any handset that supports wifi would get data and with additional jiojoin also get voice call. But in that case, the requirement is 4G wifi device + 3G/2G handset and not just 3G/2G handset.
