Paypal cashback not getting applied 100%

I just paid my electricity bill via niki, payment was thru Paypal, I had 300 voucher in Paypal but got discount of Rs 80 only. Electricity bill was of Rs 968, does it mean paypal has changed how its cashback can be
used?

I just did txn on Dream11 now in 2 accounts and multiple vouchers were working on the same order.
