some PSU banks give RuPay Classic physical card free, Annual Charges also FREE.
RuPay Platinum physical card chargable but some banks also give free RuPay Platinum physical card.

I think all banks do charge annual fee for physical card. Its not credit card where you get return. But maybe some pvt banks with high bank b balance account has one. Looking for experts reply @abhishek012
