Regarding my refund issue with BOB bank.

Due to lockdown,I tried to pay my electricity bill via phonepe app but transaction failed and money got debited from my bank account as i paid using upi.Phonepe initiated refund to my account on 29 march and till 7the april my amount should be get credited in my bank account but it did not.I contacted phonepe cc and they said to raise chargeback.Please guys can anyone help me with this.And also anyone knows what to do incase my bank declined the refund transaction.
