is anyone using SBI IRCTC credit card? what are the hidden charges? is the 10% value back is applicable for tickets booked for others also?

you will only get value back for your tickets, 10% varies through out the year, you can consider avg of 7%
Rewards are credited monthly in IRCTC account, they can be used while booking AC tickets only.
