When a gas cylinder delivery personnel can deliver till our doorstep why can’t TSSPDCL officials come and take a reading instead of giving bills based on previous year???

I understand the pov of op and his point as well. His argument is justified for meter reading which can be possible in this relaxed lockdown (3.0+) situation that he compared with the gas deliveries (another essential service) as:
1. Not all have meters installed inside their house. Some have them outside and some inside the compound but not inside homes.
2. Those who has installed it inside can easily give him access till the endpoint with ample social distance as he will come alone.
3. Actual reading will benefit consumers while the other side situation is beneficial for the co., for summer situations as avg billing has got upper hand with actual bill that will take away subsidy benefits. This is how you’ll get jholjhal wala bill in the Summers.
If they can do this, why aren’t they? 
I didn’t understood the 3rd one.
What’s the difference with avg. Billing as once they will come and take reading you will get the bill for your actual consumption.
Can anyone tell me, why gas delivery guys taking more Money than the cylinder bill amount. When asked they say it will be credited to bank account.
