ACT, airtel, BSNL are amongst the best. It also depends on your city like mentioned above.

You didn’t mention the city, that will help to suggest better
In Blore, airtel has a 799 plan, no installation if paid for 3 months in advance. Gives 300GB at 32Mbps, you get a landline connection (device not provided) free calls in india.
ACT is also good,but a little costly and gives better speeds and monthly quota.
