They have added that clarification for people who might do multiple recharges within the offer period. What they mean is that the 30-day timer for availing the cashback on bill payment will start from your first recharge within the offer period.
To elaborate with an example, say somebody does a recharge of 50+ today on Feb 25 and then another 50+ recharge on Mar 11 then they will have until Mar 27 to avail the 20% cashback on any bill payment (i.e. Feb 25 + 30 days, NOT Mar 11 + 30 days).
20% is valid for all Electricity Bill payments??
For getting 20% upto 200, you will have to do 1000 Rs bill payment.
Now before doing you have to do 50 Rs mobile recharge.
So deduct this 50 Rs from 200, i.e. net 150
50 Rs recharge will give you around 41 Rs talktime. So, basically its 14-15% Cashback only 
19%. One of the better deals on postpaid.

Yes, you can do simultaneously too. But postpaid after prepaid only.
Actually they have done so to know whose postpaid you have currently and how much bill you pay. Also they will know whether Airtel, Idea or Voda has got more postpaid customers.
Jio is smart. I paid Rs. 1000- Airtel and won’t be surprise if get call from them on same number.
