Nope, mine is not a 1st usage and still 250 discount i got. So its working for all as of now

This one turned out to be a super sweet deal for me. Ordered worth Rs 1506 by paying 1256 after SCB discount. Order got split into 2 orders of 748 and 758.
748 order got refund of Rs 80 for lower purchase value for Grofers
758 order got refund of Rs 246 for non-delivery of 2 items. Now further Rs 246 will be credited as part of 200% guarantee for missing items.
So effectively Rs 1260 worth stuff bought at 930 only and further 246 cashback makes it at 684 only
…that is almost 45% discount.
