This is common with Standard Chartered during the Sept. to Dec. every year and its user specific, depending on the Card usage they will fix the amount. If a card has not been used for a long time they will given offers like use Rs. 20,000 and get 1000 points or something similar

i haven’t used my SCB for the past 3-4 months, barely spent 7-8k and they have given me a massive target
