Shoes priced up to ₹500 are under 5% slab and shoes priced over ₹500 are under 18% slab. Now see jugaad, shoe sellers are selling a pair of shoes as 2 items, generating 2 bills, 1 for each shoe 
900 × 18/100 = 162
and
(450+450) x 5/100 = 45

GST is applicable for online sales from Re.1
Also, inter state sale requires GST registration from Re.1 turnover as well
Then also these guys manage to sell products openly on these portals
