Hotstar not supporting 4k content on fire stick 4k device and dolby vision doesn't work either only thing that works is atmos and hdr not working either 
Fire stick 4k settings 
FIre stick hotstar shows only dolby vision but doesnt work ,also no 4k version showing only atmos works on fire stick 4k 
On LG hotstar you can see all dolby vision , dolby atmos 4k UHD showing

It's based according to TV.... In some tv it doesn't work and in some it works.... Contact cs for the list of TV's in which it supports 4k
