Non sim based CDMA were working with Reliance CDMA from couple of years, but they have stopped this service couple of months.
For a CDMA handset to work, you need to do programming which takes few minutes if you do not need EVDO and is generally cheap (within couple of hundreds) and in case if you need EVDO too, then it can take couple of thousands.
And other part of using CDMA non sim based is to feed the IMEI equivalent (called as MEID or MSN no. in CDMA) into the operator’s data base. This process used to cost Rs 500 for end customer for a single handset (and whooping discount of more than 50% for bulk buyers) in case of Reliance. However reliance have stopped accepting MEID request so now the phone will not hold the reliance network till you feedback the details into its database. The handset which have been hooked up on Reliance before they stopped this service will continue to work till their MEID remains the same.
MTS used to support MEID registration initially but they have stopped couple of years back.
Tata Cdma support is barely seen. You gotta talk to sellers if you can get it done.
For bsnl cdma, i Guess this is pretty easiest as of now if you want to use internet on 1X only. Check rimweb or contact sellers selling imported cdma phones if they can do it.
NOTE: In order to register MEID, you are not required to submit the handset to the shopkeeper. If they ask you to do so, most probably he’ll swap internal components with cheap components.
FOr programming, it takes couple of minutes and can be done on team viewer too; so for this purpose also; you are not required to deposit the handset at shop.
The other work around is, you need to change the MEID of non registered handset to the MEID of the handset which have already been registered.
I am not sure if two handset of same MEID can work simultaneously, neither I am sure if this is legal or not.
But one thing I am sure of is, this requires a great technical knowledge and its really not worth the effort even if you plan to do it with couple of handsets.

At present my Brother using Reliance CDMA Sim Based handset (non reliance handset).
He wish to upgrade with Smartphone (CDMA)
I found cheap upgrade at Refurbished iPhone 4 (under 6k).
So swapping Rim CMDA sim from old handset to this new one (I will buy Iphone 4 CDMA)is ok or need to do some sort of Software update etc?

You can use reliance CDMA Sim if the handset supports omh ruin (Sim), however most of the USA CDMA handsets are without Sim so it will not work in those case.
I am not abe to buy this as of this link is not showing me the phone to buy..

I’m really interested to buy iphone 4 from Ebay GEB for testing purposes. I noticed few iphone 4 for 5.5K mostly for Verizon(without coupon). My question is, can it be unlocked and used? I don’t want Call or SMS functionality. I’m only interested in getting the device to work over Wifi and be able to install apps so that I can test them out.
Is it possible or it would be a paper weight as many here have mentioned? If possible, how much would it cost(or any free method available)?

If you buy a CDMA locked handset then you can use it only as a phone without sim card, just like an ipod touch. It will work with WiFi. But make sure it is not iCloud locked.
