Fraud, Suspect Money Laundering

Never Delivered 1, And hesitant to Process Refund
2 Orders, delivered something totally different from what I ordered, totally cheap quality Stuff.
Remaining one, Not yet shipped, I am not going to expect anyting better, tried cancelling, but they are not accepting and trying to fool me around by giving lame excuses.
Their typical Ships to time is about 3-4 weeks, and they ship totally cheap and different stuff from what is displayed, and when you call up to complaim, their agents try to negotiate a deal with you to accept it. I Suspect Money Laundering, or Fraud here.
