AFAIK, PNB Credit cards apply only through PNB branch and mostly all PNB RuPay Credit cards are Life Time free.

Visit PNB branch and apply, The card has launched today. So, wait few weeks and then visit PNB branch.
Its a Co-branded credit card, i think you can also apply through Patanjali Stores or Patanjali websites, I think PNB bank account is not necessary for Co-branded credit cards.

NPCI plans to launch RuPay Credit card from all Credit card issuer banks in India but first favours Public Sector Banks.
They shud have tagline

Some people hate or dnt like Indian products without knowing our 70% Indian population living in a rural area or Tier 2, Tier 3 cities lower middle class people only use Patanjali, RuPay card and other Indian products.
Some Indian people also use RCM FMCG products (I dnt know RCM is 100% Indian company or not)
but moral of the story – “All these companies are the pillars of our country” without them the Indian economy would be in disarray.
