There is difference between cracked screen and one with scratches.
Even 1 day old phone can have scratches. Scratches do not impact functionality. If they do it is called damaged screen.
Cracked / Shattered screen impacts functionality.
They are using “DISPLAY should be intact”. They are hinting that there should not be visible crack on screen. Scratches on screen should not be a problem. Rest check with customer care.

If LeEco gets VOLTE support, many would stop buying Le 2 so there won’t be any VOLTE update
Technically it might be possible but I don’t think LeEco is going to pay extra royalty charges for Mediatek for unlocking VOLTE n few other LTE band support
